Some monasteries were very rich and powerful. Ancient Kyoto was built in the early Heian period in an attempt to put some distance between the government and the very powerful Buddhist centres in the old capital of Nara. Kyoto is now home to well over a thousand Buddhist temples,some of which are world-famous, so this strategy may not have been successful. It's plausible to assume that a monk might have money, especially if he's connected to the Imperial Court.
