The Imperial Court paid military families of proto-samurai to fight for them and played them off against each other so no one family had enough power to threaten the court itself. In the late Heian period this system was starting to break down. in 1192 the Genpei War led to the establishment of the shogunate, the beginnings of feudalism and the rise of the samurai.
